A system can only meet one requirement at the expense of another. The choice between these yardsticks depends on circumstances. For example, the protection of minority rights may be crucial when such rights are under threat, as in Political Choice 43 Northern Ireland, but elsewhere the priority may be firm government and clear policy choices.
